Aquatic Fortress

Description
Allows Great Admirals to be expended to create Aquatic Fortresses.

- When performing this action, all nearby tiles are added to your territory.
- The Aquatic Fortress functions like a Citadel. It grants a defensive bonus to all units in the tile. It damages adjacent hostile enemies. It can be used to improve resources (Resources improved by the Aquatic Fortress do not get the additional yields of the Workboat, just like Citadels do not get additional yields from Camps, Quarries, etc).
- It can be placed on Coastal tiles, including Atolls, but not Ocean tiles.
- Like Citadels, Aquatic Fortresses can be pillaged by enemies. They can be repaired with Workboats (without expending the workboat).

Aquatic Fortresses aren't very prevalent in history, so this isn't a historical mod. But at least now you can spend your Great Admirals on something useful.

Known issues:
- I do not think that the AI knows how to use it (at least, I haven't seen them use it to gain/steal territory yet).
- The AI absolutely does not know how to repair pillaged Aquatic Fortresses. I can't figure out why. You'll have to do it manually for now.
- The Great Admiral tooltip can't be changed. I don't know why, but it disables the entire mod when I try. Minor issue.
- The game will tell you that you stole land with a Great General, not a Great Admiral. Minor issue.

I'd like to eventually get the AI using these correctly. Until then, I would consider this mod unbalanced, in favor of the player.

Still works! You will lose the great general if you accidentally build a fortress in deep ocean instead of the coast, so be warned :)

Can you make a similar mod where coastal fortresses (the normal ones) damage ships that are two tiles away?
Forts fucking up ships were a very big thing back in the day (of cannons, that is). You wouldn't be able to get close to a fortress with a ship, that's why we have so many of them. But in Civ V they are useless against water, because ships can just zip past them and whatnot

In addition to the Palmerston and Maunsell forts if we go back to earlier history of teh British Isles there is increasing archeological evidence that fenlands were used to form fortified villages. Whole areas of land were flooded to provide fish farming and a defense from easy attack.

However, I don't suggest making Sea Forts available ingame until the days of gunpowder in Europe. Unless anyone knows of earlier sea forts in countries that had gunpowder before Europe. :)
