Unless you play on Hard/Very Hard, it does not get recruitment slot bonus so it cant spam stacks as much.
The issue in TW games is that early game is hard but mid/late game is just a steamroll. What we did is to make AI somewhat put up a fight even by mid/late game.
At first it might seem hard but once you learn how to play the mod, you will be looking for submods to make the mod even harder.
Also just to note, Rome 2 AI does not understand it has income, public order or food to manage.
As for attrition, if your units suffer attrition from supplies and AI has its units in same province, it will also suffer attrition. In AI only controlled regions, they get some bonus to it, since AI would not know how to manage it (just like mentioned food, income or PO, which are base game concepts).

AI does get attrition, for armies in region is out of supplies, during sieges too, as long as its not a port city (in which case you need to block it with a fleet too, same other way around if your port city is besieged).
As for garrisons, if you see it instantly recover, its because AI finished building something that changes garrison units. Game is unable to keep track of garrison units so if building that changes then completes, game just resets all gar units to full strength, same for player.
Definitely not for an entry level player like me, the fact that AI never get attrition even on normal and AI settlement garrison actually recover vs Player settlement not recovering in less than 5 turns is tiring. Population system and public order management are manageable but when AI raids your region food instantly becomes minus in double digits and rebellion happens in 2/3 turns. Managing kingdom and loyalty is fun at first but when you made a mistake in diplomacy/declaring war suddenly everyone fights you and then not long after civil war happen.
