If you create a separate folder just for sharing stuff--so others can download it--they won't be running into this problem with not being able to view the files you've intended to be available for public download. For example, I just create a folder named 'Sharing' and set it's permissions to 'Public.' But, then you need to alter / refine that folders permission setting(s) so others cannot modify what you place there--in that folder. However, done right, they should be able to download it--without having to request permission from you first... like how it does currently. The other option would be to use a different hosting site.. like Nexus for example. A lot of times, if people run into an issue trying to click on a download link, they just abort and say forget it... which wouldn't be ideal.
You can now use the fix safely and easily in mod form.
