Rationalism Opener Adjustment

Popis
Makes the Rationalism opener less powerful to discourage taking it every game. The opener no longer gives you +10% science if you are happy and instead it now halves the time needed to build constabularies and police stations as well as adding a +25% science bonus to the National Intelligence Agency national wonder.

This works to give science leaders the option to reinforce their lead while also giving struggling civilizations a more realistic shot at getting the National Intelligence Agency to help them catch up.

This also has the bonus of slightly nerfing Secularism(+2 science per specialist) because the previous opener essentially made it +2.2 science per specialist, and you won't be gaining an extra 10% science while aiming toward Secularism.

Besides the change to the Rationalism opener there are no other changes to the rest of the policy tree.

Only tested in Brave New World.

Nice mod. Thanks :) This is a very good alternative to the vanilla rationalism-policy.
