You can find this file in your inventory at the start of the game.

At the start of the tape 'Derelict House Footage', look down and go back a little bit. You will see a Lockpick on the ground, grab it.

When you enter the house, go to the kitchen. You will see a drawer on the right side that you can open with the Lockpick.

After watching the tape, go back to the kitchen and open the same drawer to find the coin.
