Overview
The following guide is a quick and dirty "how to" guide intended to resolve the most common cause of Uplay launcher errors after initial install via Steam. The problem seems to be that Steam does not install the Uplay launcher folder with the correct folder settings, resulting in errors when launching Uplay.
How to resolve
  • If this is your first time launching Uplay (after install via Steam) and you receive the error "Uplay launcher has stopped working", then the following steps should be used as your first attempt to resolve.
  • If the above does not apply to you, this guide will not likely resolve your issues.
  • Find the Ubisoft Game Launcher folder. This is typically installed in 'C:\Program Files (x86)\Ubisoft', the folder is called 'Ubisoft Game Launcher'.
  • Right-click on the 'Ubisoft Game Launcher' folder, select Properties.
  • Select the 'Security' tab from the Properties window
  • Select the 'Users' group from the Security Permissions window
  • Select 'Full Control' from 'Permissions for Users'
  • Select 'Apply', then 'OK'
  • Select 'OK'
  • Relaunch the Ubisoft game via Steam (Uplay should launch successfully now.)
Downloading Uplay Directly
"Try Download Uplay from original ubisoft uplay website. For me work :)"

Thanks to akubinos01 who suggested this idea under my Anno 2070 guide. I think it might also be useful to try this as an alterative to the above solution. Uplay is, after all, it's own game launcher-- like Steam.

Sorry to hear that, you may want to consider either Ubisoft tech support or the Steam refund option.
