Great to see that people are still enjoying this map, after all these years.
I remember that this map actually generates a lot of traffic. So indeed, your second point is probably a result of the ruleset you are using.

Beware of two things:
1) You need to find out, how to allow buildings from US and Europe at the same time (there is a discussion post here on Steam, just search for european buildings).
2) The private car usage factor is reduced to 60 % or something like that. So there are never traffic jams even if you use ruleset with some reasonable modifier. I recommend then to use very big multiplier in your ruleset or change the game in map editor (again some discussion thread about how to load workshop map to editor can be found here).
I made a mistake with second point, while I was trying, which speed factor is right for me and I have now very empty roads in my game.
