Unlock conditions for DLC Locomotives

Description
This mod requires that you have the locomotives DLC.

Some of the unlock conditions for DLC locomotives are quite high. This mod lowers them so that if you unlock all locomotives of the base game then you also get all the DLC locomotives.

Following unlock conditions are changed:
ST40 unlock condition is the same as ST30.
DT40 unlock condition is the same as DT30.
Jet30 unlock condition is the same as Jet20.
The electric locomotives unlock condition is the same as ET20.
