Incompetent court positions notifications

Is the vanilla game sometime your physician ends up with a terrible aptitude (mainly due to infirm trait) and you don't get the info unless you open manually the court window.
This leads to sometimes you play for years with a terrible physician without knowing it, especially when you are focused on a war.



- add a dangerous notification in the current situation top bar when your physician have a terrible or poor aptitude. Clicking on the notification will open the court window.
- add a notification if one or more of your court positions or officers are poor or terrible
- add a notification when you are not employing a court physician and have 0 or negative income. Usefull for landess adventurer.
- add a dangerous notification when a powerful court position/officer has bad opinion of you, are rival/nemesis, have the disloyal trait or have a grudge on you
- add a dangerous notification when your spymaster has bad opinion of you, are rival/nemesis, have the disloyal trait or have a grudge on you
- when clicking on the notification for an incompetent court position, it will open an interaction where you can revoke them for no cost if they are poor or terrible. It will still cost opinion malus and stress depending on your personnality


With everything. But custom court positions or officers from other mods won't trigger, only vanilla ones.
