This addon modifies the Combine Soldiers behavior and adds multiple improvements to them all this making a more “alive” and “tactical” NPC, this addon is largely configurable.
And the best part is that it's performance-friendly! I made sure to optimize every function as best as I could.

FEATURES

FOR COMBINE SOLDIER:

• Better flanking and coordination between squad members, adopting ambushes and varied flanking.
• Stealth system with animations and remaining health detection logic.
• Combine soldiers will retreat if the enemy is too close.
• Removed the restriction of only two soldiers firing at a time per squad.
• Soldiers will fire full automatic when standing still.
• Forces combine soldiers to reload when out of combat if they need to reload.
• Combine soldiers will patrol when out of combat.
• Now the soldiers will have a "faster" reaction to grenades, sometimes it may not be as effective since the default
grenade reaction in them is quite slow.
• They will no longer be able to hurt each other when shooting at allies or each other.
• Now all soldiers who have an AR2 will be able to fire the secondary fire just like the elite.
• Now they have extra capabilities, such as being able to jump, avoid friendly fire, and open doors automatically.
• Soldiers will now constantly regroup with their squadmates.
• You can adjust their aim.
• They will now move a lot more during combat.
• Now they will be able to "walk" during combat just like VJ SNPCs do.
• They will take cover or move from their spot when taking damage.
• They will now be able to alert nearby soldiers within a certain range when taking damage. Only if it is in IDLE state.
• You can add extra health to their maximum health, and you can also modify the damage they deal with default weapons, only against other NPCs.
• Now they can appear as an engineer variant (strongly inspired by the HECU engineers in black mesa game) they will appear with an RPG and when they shoot it, they will change to the weapon they originally appeared with. YOU
NEED AN ADDON THAT ALLOWS THE COMBINE SOLDIER TO USE AN RPG, OTHERWISE THEY WILL DO T-
POSE, I RECOMMEND ADDONS LIKE: RETAIL LIKE.
• They can now appear as a "medic" who looks for nearby soldiers to heal if they need it, even during combat.


FOR METROPOLICE:

• Stealth system with animations and remaining health detection logic.
• Now they can split into squads which allows them to shoot much more if they are a large group.
• Metropolice will retreat if the enemy is too close.
• Metropolice will now no longer spawn with stunstick equipped.
• Now they have extra capabilities to metropolice, such as being able to jump, avoid friendly fire, and open doors automatically.
• When they shoot each other they will no longer hurt each other.
• They will now patrol when idle.
• When they are inactive they will reload their weapon in case they need it.
• You can adjust their aim.
• They will take cover or move from their spot when taking damage.
• You can add extra health to their maximum health, and you can also modify the damage they deal with default weapons, only against other NPCs.
• They will now move a lot more during combat.
• Now they will be able to "walk" during combat just like VJ SNPCs do.


As said at the beginning, all features are configurable!
