Description
does the following change to practiced pirates:
no longer require 50% of province to be coastal (still need 70% to reform with less prestige)
no longer limited to duchy realms (byzantium raiders go brrrr)
no longer give prestige penalty when raiding (actually gives prestige like when tribals do it i think)

i dont think you can, or you need to edit alot more than the tradition file itself
it's the culture_can_raid_at_sea_even_if_feudal_no_restrictions parameter which disable the duchy restriction
