At Yalta Josip Stalin, after a very hard-fought negotiation, ensured Soviet presence in the Mediterranean Sea by annexing the small Italian island of Pantelleria,
during the early years of the Cold War though the Island was not developed due to hard pressure from NATO and lack of interest from the successors of Stalin.

After a routine geological survey the Soviet Goverment discovered a sizable deposit of Uranium ore, as well as important Coal and Iron deposits, thus,
with the beginning of the Brezhnev goverment the Soviet Union charged you with settling and developing the island as the new Leader of The People's Republic of Pantelleria.
