[Improved] Burger Tank Sign Restored (re-up & enhanced)

This addon is not my original, just added multilingual support and minor improvements to "Burger Tank Sign Restored" created by Chimichamo.
His mod was awesome, and a part of L4D's legacy that should not be lost.

I don't know why he decided to go into hiding, but I thought I might as well enhance the parts that were personally disappointing and reuploaded.
