doesent start for half an hour no matter what i do, randomly starts when im not looking

The escape pod parachute is triggerd by speed, which means ANY fast moment in tank mode IMMEDIATELY wastes the parachut

So apparently to move in boat mode, you have to turn OFF the Boat Clutch...

@BomberEx it controls where the spotlight points
