Rubricator Connects to Systems Owned By You - Updated

So I don't really know all that much about what I'm doing, but it seems like it's been a while since the original 2.6.1 Rubricator System Spawning Corrections mod has been updated, and I figured it could use an update. It didn't seem like it needed anything big. It's possible it still works fine even, but it did miss a few lines here and there, and I doubt that's intentional.

I've compared the file to the original vanilla file as well as ~~Ariphaos Unofficial Patch (3.12)'s fixes.

If the original creator comes back to update his, and assuming I notice, I'll take this one down.
