Add one universal policy slot and attach one universal fill in card after studying the municipal code.

The usefulness of a blank wild card is maybe debatable ^^, I was more thinking of the other policies slots. But anyway I’m here for the additional wildcard slot, and it’s there, working as expected ! Thank you very much ! =)
