More Policy card slot

Description
Add 5 policy slots of all types and attach 5 filling cards of all types after studying the municipal code.
Added a version that only adds one universal slot.
After testing, it was found that some extensions were not necessary and have now been removed.

Please, how could I change the code to only keep one additional wildcard slot ? Removing all the other and the blank cards. (Or maybe, keep one black card of each sort, why not ! ( I’m trying to customize it myself, but without success for now, the game can’t load if I do ^^ )

Also, I disabled the extensions dependencies, it seems to still work well ! If they’re not strictly necessary, but just there because the mod has been made with them, it’s nice to remove them, for « base game peasants » like me ^^
