Report a translation problem
It looks to me that another mod is overwriting the files which define the number of slots available.
You can test this very easily.
Create a play set that contains the following mods in that order:
- UI - Overhaul Dynamic
- SBX 3.0
Start the game and open the starbase interface. You will see all the slots like shown in the slideshow.
I have a minor issue where I don't unlock many module slots when upgrading the starbases. The mod is near the bottom of my load order (only universal resource patch and universal modifier patch being below it), NSC, Dynamic UI etc are all above it.
I have like 6 or 8 slots unlocked, at tier 4. And I don't have the old mods in my list.
Any clue what could be causing it?

To answer your question. No I can't do anything about it. Allocating the bonuses would require an UI-element like for e.g. resources I could use for the purpose and such an element is simply not existing.
I expected that Designable Strabase and SBX 3.0 won't work well together if at all. Enabling the SBs to be designable is a piece of cake. The problem is that the Ship-Designer is not the "right tool” for the purpose.
To make it really work it would require a proper "Starbase Designer Screen" analog to the ship- designer and a proper logic that connects it to the game which is not yet existent. Yes it basically works but so far with limitations in terms of compatibility and interconnection.
I'm sure such a feature would be most welcome but it would require PDX to implement it.
