Sawyer Isle Railroad Crossings

Adds 7 North-American style railroad crossings to Sawyer Isle with two varieties, normal and normal + overhead arm.

The crossings are timed for trains moving at a minimum of 20mph or higher

There are distance sensors on the tracks that can sense when a train rolls over them and broadcast it on radio to the crossing
