Improved Tanks

Description
Tremendous improvement to super heavy tanks by reducing production costs, increasing reliability, and providing additional attack bonuses to make them actually useful. Also adds additional tweaks to all versions of tanks in regards to terrain modifiers. Amphibious armor receives a significant buff as well.
