Buffed Fatigue

Increases the power of the Fatigue status to give it more use-cases and make it more effective on enemies.
Fatigue now decreases AP gained from attacking and taking damage by a flat 6. Enemies gain large amounts of AP from taking physical damage, so this should make it more effective against them. It also makes Fatigue more dangerous for the player, especially for characters such as Samurai or other tanks that rely on taking damage to gain AP.
