Unlocking the full potential of your settlements in Fallout 4 involves recruiting unique settlers with special bonuses. While most settlers remain unnamed, this guide unveils all the named individuals you can recruit, along with the perks they bring to your burgeoning communities.

Introduction
While most of your settlers don't even bother to introduce themselves by name, there are some exceptions. I've put together this guide to help you find all the named individuals you can recruit (minus the companions even tho they can act as settlers). From bartenders to armor vendors, these guys and gals bring something extra to the table if you are tired of the same old faces.
Tier 4 Vendors - Random Encounters
In order to upgrade a level 3 store into a level 4 one, assign the following vendors to tier 3 stores.

- At a campfire southeast of ArcJet Systems.
- Under a motorway exit bridge east of Walden Pond.

- At a campfire southwest of Peabody house.
- At a campfire south of Thicket Excavations.

Can appear periodacally at the following locations:
- The small house just south of Drumlin Diner.
- Just outside Concord to the southwest, near the first electric transmission line tower south of Abernathy farm.
- Campfire northwest of Old Gullet sinkhole, near a 3-way road intersection south of Mass Fusion containment shed.
- Campfire northwest of Westing Estate.
- Campfire near Concord, adjacent to the road heading east from town, just west of Bedford Station.
- Campfire southeast of ArcJet Systems.
- Under a motorway exit bridge east of Walden Pond.
- Campfire southwest of Museum of Witchcraft.
- Campfire west of relay tower 1DL-109, east of Boston City Works operations building.
- Campfire southwest of Peabody house.
Requires 10+ settlers in total to join.
The Scribe
Armor
Can appear periodacally at the following locations:
- On a road east of Dark Hollow Pond.
- East of Cambridge Police Station.
- On the road near a train bridge east of Boston Police rationing site.
- In a small square between Greenetech Genetics and Cambridge crater.
- On the street right outside of Med-Tek Research.
- Near Revere Satellite Array.
- Near the front of Hester's Consumer Robotics.
- Behind the Cambridge Polymer Labs building.
- South of Concord, near where Trashcan Carla is first encountered.
- South of Oberland station.
- Northwest of Irish Pride Industries Shipyard.
- Outside Dartmouth Professional Building, fighting several Children of Atom.
Requires 10+ settlers in total to join.

⚠️ Note: With the Automatron DLC encountering the Scribe becomes extremely difficult as almost all encounter spots will be replaced with Rust Devil patrols. You can use the console command 0010d56d.moveto player to recruit him instead.

Speech check. He is first sent to Sanctuary (does not count as a settler) and can be recruited from there via further dialog to any settlement.
Trader Rylee
Trading
Longneck Lukowski's Cannery.
If you miss your chance to talk to and recruit her after her argument with Theodore Collins, she will become a wandering merchant and will randomly wander around the following:
- The campfire northwest of Westing Estate: Follow the fence to the right after fast traveling to the location, down to the riverbank. Unlit but easy to spot, also a source of random encounters.
- The campfire south of Walden Pond: Head southeast from the pond's center to an unmarked trader in a shack, then due south from his dwelling. It's immediately south of a field with glowing fungus, below a rock outcropping in a ravine. Unlit with a partially eaten human skeleton, pet food dishes, and dog armor. Random encounters occur here.
- A campfire southwest of Peabody house and south of the Quincy police station: Unlit, also a source of random encounters.
- The campfire just off the road east out of Concord: On the north end of the city, lit by a fire doubling as a cooking station. Site of random encounters.
- The campfire near Mass Fusion containment shed: Circle the building until locating a lit campfire next to a pickup truck. SPECIAL NOTE: Completing small side-quests here may stop further encounters or NPCs from spawning.
- Campsite southwest of Museum of Witchcraft: An unlit lean-to with a bare mattress frame.
- The camping site west of relay tower 1DL-109: On a dam walkway, unlit.
- A campsite east of ArcJet Systems building: Go east on the road in front of the building, then southeast of the thoroughfare. Immediately south and east of a wooden fence and a barrel on this path is the campsite, unlit.
- At or around the Slog.

Speech check in the Dependency sidequest.

⚠️ More on Trader Rylee: She is one of the buggiest npcs scattered around the Commonwealth. Here are a few possible fixes on getting her back, but you will be most likely required to use console commands.

Method one:
  • Select Rylee using console commands: Open console ("~") and type "prid 0003eff3".
  • Disable Rylee: Enter the command "disable" after selecting her.
  • Enable Rylee: Use the command "enable" to activate her again.
  • Bring Rylee to the player: Finally, type "moveto player" to teleport Rylee to your location.

Method two:
  • Open console ("~") and teleport Rylee to the player: Enter "0003eff3.moveto player" into the PC console.
  • Advance the quest stage: Type "setstage dn079 10" to progress through the relevant quest.
  • Set WorkshopVendorMisc: Enter the command "set WorkshopVendorMisc to 1" to enable workshop functionality.
  • Talk to her and choose dialogue options: Select the following options:
  • "^ Sick People"
  • "^ Vault Suit"
  • "^ Work for me" (repeat as necessary to clear the "I'm confused" dialogue).

+1 (Unlikely to work without tinkering):
  • Intercept Rylee in the canary: Ensure you engage with Rylee before she exits Longneck Lukowski's Cannery. Position yourself between her and the door to surely prevent her escape.
  • Speak to her and inquire about people getting sick. This interaction should prompt the "Work for me" speech check.
  • Repeat speech check if necessary: You may need to perform the "Work for me" speech check multiple times for it to register. Be persistent until successful.
  • Assign her settlement: Choose Sanctuary as her destination and assign her to a trading emporum.
  • If Rylee refuses to be assigned to her original emporium, relocate her to another settlement and assign her to a different emporium there, then send her back

I usually go with method one as that is the one working most (not all) the time. She still might randomly decide to disappear.

⚠️ More on Tina De Luca: You are unlikely to get her without getting your hands dirty with console commands either.

Method one:

The 'Dependency' quest is notoriously buggy, making it challenging to recruit Tina without resorting to console commands. One workaround involves agitating her brother to the extent that he becomes hostile, prompting a speech option to recruit her. However, even after this, there's a chance she may still refuse to appear.

Method two:
Ensure you are in an area where you can access workshop mode.
  • Open Console: Press the tilde key ("~") on your keyboard to open the console command interface.
  • Select Tina De Luca: Type "prid 0002a82c" into the console command interface to select Tina De Luca.
  • Move Tina to Player Location: Enter "moveto player" into the console command interface to bring Tina to your current location.
  • Enter workshop mode
  • Transfer Tina: Use the workshop interface to move Tina to your preferred settlement.

In conclusion, chasing down tier 4 merchants in Fallout 4 can prove to be a tedious and frustrating task. Despite the potential bonuses they bring to settlements, the effort required to find them is often disproportionate to the rewards. The game's buggy nature adds an extra layer of challenge, with many quests and encounters prone to glitches and inconsistencies. As such, you may find yourself questioning whether the benefits of recruiting these merchants are truly worth the considerable time and effort invested. I would advise you to go after them on pc only.

Unlock the Caravan trading post by completing the Bunker Hill sidequests. This object attracts Trashcan Carla, Doc Weathers, Lucas Miller, and Cricket to the settlements where it is placed. Each merchant comes with two bodyguards and a Pack Brahmin.

DOES NOT COUNT TOWARD SETTLER COUNT, BUT THEY WILL USE OBJECTS placed around the trading post.
+ 1: "Kidnap" Kelly
She is a wandering merchant, you may encounter her:

- To the east of Diamond City.
- Located between Shaw High School and Jamaica Plain.
- Outside Med-Tek Research.
- Situated between Revere Beach station and Revere satellite array.
- At Reeb Marina.
- South of Tenpines Bluff, along the railroad tracks.
- East of Greentop Nursery.
- Northeast of Wildwood Cemetery.
- On the road just north of Drumlin Diner.
- In a small valley nestled between Lynn Woods and Parsons Creamery.
- To the west of Old Gullet sinkhole.
- Just north of Poseidon reservoir, beyond the interstate
Intimidation 3
Kelly tends to remain at the location where you find her, providing an opportunity for unlimited Brahmin if you use the Tier 3 Intimidation glitch to bring her to a settlement. She will not become a settler tho.

Note: To recruit Parker Quinn as a settler, you'll need the Tier 3 Intimidation perk. Once acquired, relocate him near a settlement. From then on, you can utilize him as a settler, effectively "enslaving" him to your cause via the workshop menu. It's worth noting that Parker Quinn is technically a secret tier 4 vendor. He has access to Ron Staples' Tier 4 store items as they share the same script.

If you assign them to lvl 3 stands, they become level 4 vendors. Trader Rylee will sell 3 of every shipment for example + they'll also sell apocalypse armor parts.
