Player-Led Peace Conferences(AI Fix)

Description
Allows player to led peace conferences.
If player doesn't have at least 50 points in conference, AI will be able to take part in conference normally.
Also, any action cost 1 point (taking navy also).

Use the console to switch to ai during the conference so you can make a puppet
