If you haven't already, I also have Kuei's Earth Kingdom on the workshop. Currently working on Water Tribe which, once I have more time soon, should be ready to release soon.
It seems to only do it on Archipelago, and only if I've discovered snow tiles. I do have a few mods enabled.

I'm also more than happy to just disable whatever mod(s) are interfering with it.
- The War Balloon now replaces the Cavalry, no longer providing the Observation Balloon's boost to siege weapons. Less movement than Cavalry but doubled Sight and has Bombard strength
- The Prison now only grants a Great Person if there isn't already a prison in the city (i.e. one Great Person per city).
Fixes
- Certain abilities have been split up based on any DLCs they require and will only load if the player has that DLC enabled.
