Le Loi- (Vietnam) - Hoàn Kiếm
Units attacked by him start next turn with -1 Movement. +3 Culture from 1-tile lakes.
Game version
Mod was created for and tested on the newest available version with all DLC content, see upload/update date respectively.

I think his leader ability is a bit weak because one tile lakes don't spawn often. I think it'd be better if he get +1 culture from every lake tile instead.

Nice
