Yeah its a one click decision, didn't mention that bit (Thinking adding a confirmation event so it prevents missclick catastrophes). And yes it transfers your entire navy in hopes that I can make it more manageable because after a point its not worth it to do it.
Indeed the ideal would be to target specific ship hulls so you don't lose the more expensive ships like Capital ones. I don't really have hope how fruitfull it can be done, but BBA's peace confrence navy transfer shows that may be a way, will have to find a way to not over do it with the decision part tho. Maybe it can be a blockchain of event decisions.
Not sure how feasible is that implementation-wise but we can probably narrow that down a bit by transferring specific ship type, 1 at a time via "transfer_ship" command instead. That way you can at least dump the old DDs to your far-flung colonies while keeping the big guns and CVs at home.
