National College nerf

Description
Nerfs the National College down to a flat +10 science, in line with the power of the other National Wonders - nice to have, but no need to rush straight to it every game.

you do not need to rush it anyway, growing your cities is more important early on.

The actual amount of flat science is about what you'd get by rushing it early.

Doesn't a flat science make you want to rush it earlier though? As a flat buff it loses relavance later into the game.

national college isnt really that op.... its just a science boost, but Great library is truly op, and the AI even know to go for it first.

National College has a significant impact in the game, some IA mods revolve around the IA building this wonder as fast as possible and their science boost lvl is noticiable. Now nerfing the College could be an even better way to manage IA competitivity while growing wide. It could be nerfed even more, as +10 science is huge at the begining. Maybe +6 science +2 science specialists. Anyway it's a great and simple idea.

The national college is pretty much an extra library that only works in one city that requires every city to have a library, I don't see a reason to nerf it or to rush to it unless you get the great library which if you target you should head through philosophy to get education for Oxford University and Universities. I am merely expressing my opinion of disdain to the reason of the description.

Yeah, 50% more science is way too much.
