[DS] Policy Collections Manager

Description
This mod adds the ability to import and export apparel, food, drugs and reading policy collections so they can easily be shared between saves.

Importing a collection only adds policies with names not matching existing ones.

Exporting a collection using an existing collection name will updated it instead of creating a new one.

Existing Policy Collections can be deleted from the mod options panel.

Not a big fan of mods that do all the things, if i were to build something like that it would be it's own mod and not part of this

Makes sense. Most of KV's mods have only been kept up by others. So this mod likely won't have the ability to save bench settings in the future?

@Arganot for starters this one is 1.5 while the one you mentioned is not and then mine is focused only on importing/exporting full collections of policies not individual settings

I look forward to installing this mod and forgetting I have it every time I start a new save.
