what does this do exactly? does it play sounds from both addons at the same time? does one addon replace sounds the other does not?

When you can't decide between EAR or TGSOP for a sound overhaul so you get both
(Also when writing this i finally realized that the abbreviation spells EAR Which is Very Clever of whoever came up with the idea for that!!!)
