Now that you mention it I don't think the game ever actually states that:steamhappy: he is a Juggalo but it is 100% implied, that face paint is none other than Shaggy 2 Dope's makeup. Would be cool to mod in a bunch of Juggalos into GTA IV imo.

actually this character was created by R* team in GTA V as one of the fans of a metal/hiphop musical group (ingame) and that group is inspired by & resemblance to something like Juggalo (in reality)
