The bow and mobcaps are already properly assigned under "headgear"
Plus the image of a maid wearing a flak vest is pretty cool imo.
Im not a modder but I found that adding it under the <shaderType>CutoutComplex</shaderType> line worked best.
I found this by looking up a thingdef from a vanilla apparel and it was in a similar place. It works for me, but i dont know anything about modding so maybe im wrong.

also i think the outfits being skin level is a bit odd, as i found my pawns attempting to equip parkas and power armor over the maid outfits. So i made the layers skin and outer in thingdefs as well, something to consider maybe.
