Tier Four For All SFO Patch

A submod to adjust RagnaroK's tier four minor settlements mod to SFO's balance. Will only work with this tier four minor settlement mod, not others.

I matched the building effects to previous tiers and if they increase per tier, i further increase them for tier 4, most commonly it was income and growth increasing. I also adjust garrisons which most of the time are just the same as the major settlement buildings but for lizardmen, nurgle, bretonnia and ogre kingdoms I created new garrisons so any feedback about balance for those are more than welcome. The tier 4 settlement building icon wil use SFO's in built buiding progression icons.
