Description
This module does not only greatly enhance city states to prevent them from being killed, but also prevents them from razing other civilizations' cities:
CS city initially have a second ring, which is an additional 12 additional cells, but are not allowed to expand their territory by receiving emissaries, and are only allowed to spend gold to buy cells to expand their city boundaries.
Each CS city added 20 amenities and 50 housing, as well as various additional yields per turn, of which production increased the most. in the rules of RF and GS loyalty fixed at 100.
CS cities will not obtain a city defense after tech-steel, but can continue to build walls in spite of steel technology. There are two types of city-state super walls that can be built, which do not replace any of the original buildings.
Builder has additional 50 charges. All CS units gain various abilities. Can see hidden often does NOT work on land and air units. perhaps it is because this ability belongs exclusively to the navy?
CS non-ranged units can not attack and all combat units gain combat strength decrease (-100) and movement decrease (-2) in their enemy's territory, therefore it is almost impossible for a city-state to raze a city and it will be very easy for you to clear enemy units belonging to CS in your own territory.
But all combat units of CS will gain combat strength increase (+150) and movement increase (+10) in their own territory, it also will be very easy for them to clear your unit in their own territory once you are at war with them, and do not forget the huge amount of production increase to city states.

我是在测试时发现 AI 互相交战期间城邦把 AI 们的一些发展得很好的城市给夷平了,所以给城邦添加了只在敌境才生效的无法进攻的能力防止这种情况。至于 AI 的烂城,我是打下后作弊将其变成自由城市然后再次打下后夷平。

我一般都是把城市打丝血借城邦夷平城市减少其他文明不满度,这下用不了了

@Lesswite As long as the builder you steal escapes fast enough, and you can withstand the mad attack from the city-state, you can do this. You can even have ranged units attack CS to gain experience.
