When I start, single or multiplayer, tax rates differ for humans (+7.22) and AI countries (+17.09), why the difference? Have tried both regular nations and custom nations. The AI still have their start armies and continue to support them due to the increased tax. It gives them a big bonus, which they they do need, but some starts I get swamped early by countries who still have their large initial start armies due to the large tax bonus they (and not we) are getting.
As a side note: ive noticed the AI doesnt colonize a lot of provinces throughout the world (or at least just in europe. I also noticed that none of the mesoamerican/incan countries try to colonize anything. Ive seen all of mexico empty with everyone being an OPM
