Tier 2 Requires Approximately 25% more materials + a special material for 40% over base durability.
Tier 3 Requires Approximately 40% more materials + a special material for 90% over base durability.

No - they just last longer so you don't end up wearing out as quick, thus you spend less time having to Taylor.
