We got him, Mav. He's bugging out and going home.

- Reduce the "detection cone" of the target-locking mechanic, so you can't immediately spot someone just by holding down Alt and looking around wildly tapping right-click.
- You now need to actually point at your target and keep it within your crosshair area to lock it.
- Range has been increased to compensate.
- Higher range = longer long times.

This is intended to pair together with the LK - Weapon Rebalance mod I made, as it increases the weapon ranges, and can account for bullet drop..
