Empire Forges & Battle Wizards (Buildings) Provide Research Bonus

((Variation of my other Mod which only adds research bonus to Empire Forges.))

This mod grants all three of the Empire Forges (T1 Gunsmith, T2 Foundry, & T3 Engineer's Workshop), and both of the Battle Wizards (T1 Wizard's Conclave & T2 Wizard's Tower) buildings a research bonus. With the recent changes to how student ancillaries are granted, I felt it takes too long to get research bonuses rolling as the Empire. Other factions, especially newer ones, have way better options for quickly stacking research buffs. So, I decided to make this.

FORGES:
TIER 1: 5%
TIER 2: 7%
TIER 3: 10%

BATTLE WIZARDS:
TIER1: 10%
TIER2: 15%

HEADS UP! This affects ALL Empire factions, since it's linked to the buildings. So, the AI will get these bonuses, too. Probably NBD since Empire AI tends to get slapped anyways.

Is this % for such an easy buildings to spam balanced? Nope! But it's an easy, logical way to boost Empire research speed without buffing every other faction.
