NOT Cerebral's Districts Rework: The Nest

Description
This Mod acts as a rework for the Nest District, and is an explicit and necessary requirement for this mod.
This mod follows Cerebral's Vanilla District Rework design, but is not required. This District will produce Ribbons per week.

Condemned Ribbon (Stack Limit: 4):
Buff User: +3 acc per 25 darkness, +3 speed if stealthed
