Description
The primary goal of this mod is to add City States from the Lord of the Rings into Civ 5 to enhance the Lord of the Rings role playing while using my main mod Middle Earth Civilizations. Since this mod adds city states into the game, you may want to remove the base game's city states. You can use Remove Vanilla City States or my mod Middle Earth Only (If you are also using a mod that adds civs) to get rid of the base game's city states.

This mod should be compatible with Vanilla, Gods & Kings, and/or Brave New World. However I have only tested it while using both expansions. The mod only uses XML, and should be compatible with multiplayer if you can figure out how to get it to work.

The mod is seperate because i wanted to keep it optional.
You can find a link to Middle Earth Civilizations in the collection above. It requires both Gods and Kings and Brave New World.

This mod is available in English and Italian. Special thanks to vadoalmax for the Italian Translation.

For Vanilla this mod will include 16 City States.
For Gods and Kings and/or Brave New World this mod includes a total of 26 City States (16 from Vanilla and 10 additional city states)

Some of these are legitimate city states, some are islands or locations that don't necessarily belong to any specific civ, and other's are potential allies or enemies, but not actually a city state. If you disagree with a decision that I have made when choosing these cities, please tell me which one you disagree with and what you would like to see it replaced with. I will not remove any of these just because somebody doesn't like it, but I am willing to replace some of them if needed. I have attempted to keep a balance of the types of city states, and would like to keep it that way.

Windows Installation Instructions
Steam Subscription
1. Thoroughly read the desciption above.
2. Make sure that you have all of the required DLC and/or additional mods
3. Press the Subscribe button on either this Mod or the Subscribe All button on the collection
4. Wait for the download to complete
5. Start the game
6. Click Mods and agree to the terms (if you want to actually play the mod)
7. Wait for the mod to decompress and then Activate the mods you wish to use
8. Click Next to begin using the mods.

For general troubleshooting of issues related to mods such as the installation not working please read The Incomplete Guide to Mods before asking me.

@DanTheTerrible I was part of a group that attempted to make lord of the rings civs for civ 6 when the game was released. It was very difficult trying to mod because none of the modding tools were released yet. Anyhow we burned out before it was finished, and somebody else's parallel project was released. When I have time to mod, I spend it on cities skylines.

I stopped working on this for two reasons, one of my updates failed miserably. It wouldn't let users load saved games, and the problem was how civ 5 handled dependencies. The other reason was that I met my wife. . .

Thanks for the quick reply, yenyang, even if it was a "do it yourself, lazy!" I have kind of been looking for a small project to get my feet wet modding, this may be it. I'll let you know if anything comes of the thought.

I quite understand you not wanting to work on a now obsolete game like Civ 5. I am curious if you are involved with modding projects for any other current game, such as civ 6?

@DanTheTerrible You can easily copy the code for making a city state and alter it to make lorien. Or just modify the names of one of the city states to be lorien. It is even possible for you to figure out lorien's coordinates and give it TSL but that will require more knowledge about how METSL works. Don't expect me to do anything though, I haven't done any development on this since 2016.

I was disappointed Lorien is not in either this or the ME civilizations mod. I would like to see Lorien (AKA Lothlorien) added as a city-state. I think it would be most appropriate as a religious city state as Galadriel seems much involved with spiritual matters. It would be located in that patch of woods North of the Entwood.

@Klon1568 If this or any of my other mods does not show up in your mods list after subscribing you should try deleting your mods database cache Its located at C:\Users\[User Name]\Documents\My Games\Sid Meier's Civilization 5\cache\Civ5ModsDatabase.db. Then restart the game and the mod may redownload. If you have trouble with that you can use the Direct Download and put it into you mods folder at C:\Users\[User Name]\Documents\My Games\Sid Meier's Civilization 5\MODS\.
