Braking Distance Display: Client-only Patch

Description
patches the Braking Distance Display mod to work without the server loading it for you.

server administrators will need to allow both this mod *AND* its two dependencies (listed to the right) for functionality

sineme: when you want me to delete this after it's been added to your existing mod please let me know and i'll archive it.
