To the second part, I have not seen a xml line that would control the number of quests that a player could have at a single time. like more than 0, less than 2, etc. The Discord might have more information, so I recommend getting on there and asking with the devs.
So the quests always occur ... just not always on the same turn. The Lord of Skulls is a good model. It's really a shame that the devs haven't expanded on it by giving us more sidequests. I'd love to see an official quest dlc that would maybe expand the options for modders, too.
Ideally I'd want a selection of random quests from a larger bunch to add variety to each game session, but I have no idea if that would even be possible at the moment for modders.
However, I am defnitely looking forward to see what your mod can accomplish.:)
Are these quests going to be occuring randomly? That would, in my opinion, be ideal because it would make things less predictable.
