Adds a single leader to the game.
Shivaji - (India) - Hill forts
Forts grant a +1 adjacency bonus for districts. Cities with a Fort are always 100% Loyal. Upon founding a City, free fort appears nearby.
Game version
Mod was created for and tested on the newest available version with all DLC content, see upload/update date respectively.

So, the city gets a free fort on founding, and the fort ensures the city 100% loyalty immediately?

Sounds good for early forward settles.
