Psychic Shackle

Description
This has almost no purpose in vanilla which is why I made it use eltex from VPE. Even in VPE psycasters are decently rare and won't often use their casts but I thought it was fun flavor wise.

This adds a headband that can sets a wearer's psychic sensitivity to 0 (which disables psycasting). It also has a high suppression value.

You must research caster gear before you can make it on a smithing table (or anvil from medieval overhaul). If you want to use it on a prisoner you will need to find a mod that lets you dress prisoners.

Updated for 1.5! also fixed the issue where it wouldn't show up in storage filter lists.

is it intentional that this item can`t be stored due to missing filters?
i tried it in 1.4 but with a heck ton of mods. (thought there would be the culprit somewhere) ...now in 1.5 i testet it with this mod only and the dlc´s ....still the missing storage filter.
i REALY love the idea and the concept, but without option for storing ..yee not so much.
[would it be possible that childs can wear it? tribal start... a tad later on even my youngest are casters]

I had forgotten that Psychic foil helmet was only -90 and not set to 0. Making this totally deafening against average psycasters as well as psy-sensitive pawns. Neat.

@slurpme223300- I'm not sure what the point of that would be. If you wanted to edit this mod to do it, make a local copy and edit the value of <PsychicSensitivity>0</PsychicSensitivity> in appareldefs.xml to whatever factor you want it to be (.5 or whatever).
