Better Force Rebellion for Tzeentch

DESCRIPTION :

I was feeling "Force Rebellion" is pretty useless u do it the rebellion siege the settlement and die pretty much doing very little so I buffed it for my personal use.

Now "Force Rebellion" will break the city walls from 100% to 0% (Vanilla 100% to 90%) and will give the city
a debuff effect that will make it take more attrition when sieged (50%) for 4 turns this will give the rebellion a strong chance to take the city if no one will go to help it.

Now the garrison army will take 70% Damage and replenishment will be disabled for the garrison for 4 turns

Im pretty sure the quality of the Rebellion army comes from the strength of the city garrison so if they have strong garrison then the Rebellion will have a strong army too

Nice! I also thought the rebellions were so minor as to not be a problem for my opponents
