Barbarians can make vassals

Two major features:
1) Barbarian factions can make vassals through diplomacy or by conquering a faction's last settlement. Every barbarian faction except steppe nomads can make client states, while nomadic tribes can make satrapies.
2) Civilized factions gain the ability to liberate a dead faction and become an ally with them, which is exclusive to barbarians in vanilla.

This mod applies to all campaigns and all factions, including the new islander barbarian culture introduced in RotR.

The mod is save compatible, meaning you can enable and disable it at any time. No known bug or crash issue.
