Remove all Generic National Focuses

Description
Generic focuses often don't impact the outcome of a game at all so this mod removes all the generic focuses for better performance.

Credit to Roseru for the 1.12 code in "The Performance Mod." I copied it over and updated the version to be compatible with 1.14* (it is also compatible with 1.13*).
