Additional Diplomacy - Third Party Contact

Adds the diplomacy feature from civ 3 which was a thing I remember from childhood and was always vaguely frustrated was never in civ 4 or 5. AI values it at ~4gpt.

DLL mod, so incompatible with other DLL mods. (Such as most big mods or some of my other Additional Diplomacy mods.) Will be included in next update of Il Principe, but probably won't bother to include in the all-in-ones because I'm lazy. Who really plays those anyway, altho I guess I'll bother if anyone takes the time to ask.
