In practice, this would mean if you had maybe a shield or some clothing taking up a spot that a cleaver could activate, you would be able to place a ghostly cleaver on that space, but the ghostly cleaver could not be placed on another cleaver, since placing it on another cleaver would make that cleaver ghostly and therefore not activateable.
The only thing that really confuses me is the ghost type cleaver. Is it supposed to be played on other items and make them ghostly or is it supposed to be itseft ghostly? In the first case it is missing the movable property, in the second case the ghostly stuff should be part of item_status_effects, not modifiers, if I read the documentation correctly.
