In the vein of Bastilean's little mod vignettes, this moves the Ice Training Grounds building chain down a tier for easier Ice Guard recruitment.

Settlement building changes:

Ice Training Field moved from Tier 4 to Tier 3, cost reduced to 4000g. Build time - 4 turns.

Convent of Ice moved from Tier 5 to Tier 4, cost reduced to 5000g. Build time - 5 turns.

This allows building the Ice Training Field in minor settlements as well.
