You just use a microcontroller with an up/down, you connect a button to a pulse gate, the pulse gate to the up/down increase input, and add thresholds connected to the up/down output. you set the thresholds to 1-1 for the first missile, 2-2 for the second and so forth. If you find the controller with the outputs connected to the hardpoints you should see how it works
